    Guidelines for NON-INSTRUCTIONAL Paraprofessional Professional Development

    Secretaries, Clerks, and Office Aides



    GOAL: To implement a comprehensive staff development program for classified staff that includes professional growth in technology, customer relations, wellness, and other job-embedded and relevant skill building.

    Regulations:
    • All secretaries, clerks, and office aides shall be released from their regular duties in order to complete the required 18-hours (beginning June 1 and ending May 31), subject to approval of the supervisor, and time allocations at the work site. HOWEVER, it is the responsibility of the supervisor to ensure opportunities for the paraprofessional employee to complete the required staff development during the workday as stated in DMA (Regulation) - Professional Development: Professional Development Requirements.
    • Paraprofessionals MAY seek "outside the workday" staff development to account for comp days with their supervisor's prior approval, but it is NOT mandatory.
    • Credit hours for staff development may be granted "outside the workday" and limited to:
      * Job-related conferences (must attend at least one full day) 3 credit hours

      * Job-related higher education courses 6 credit hours
      (community college or university: three-hour semester course)

      * Job-related continuing education courses 3 credit hours
      (example: adult continuing education at OC)

      * Self-designed on-the-job training 6 credit hours
      -limited to 3 credits per each half year
      (June-December) and (January-May)

      * No credit hours will be held over from one year to another

      * If a paraprofessional presents or facilitates and is responsible for the planning and delivery of any staff development program, he/she may receive double staff development credit limited to the number of hours of the actual presentation.

      * Attendance at Odessa Association of Educational Support Personnel (OAESP) meetings 6 credit hours
      -credit given by attendance to: 3 monthly meetings=3 hours; 6 monthly meetings=6 hours
      -credit given in 3-hr increments only (attend 4 or 5 meetings=3 hours only)
      -no credit given for attendance to single meetings
      -no credit given for participation on committees or as an officer of the organization

    Documentation:

    • All staff development documentation is the sole responsibility of the participant, and should be evidenced to the paraprofessional's immediate supervisor by attendance certificate or other means of documentation.

    • The president of the OAESP will be responsible for the documentation and issuance of attendance certificates for attendance to OAESP meetings. Certificates will be endorsed by the Superintendent or designee.

    Evaluation:
    • The completion of the 18-hour staff development requirement is an integral component in the paraprofessional's annual performance evaluation and shall be documented by the supervisor.

    • Failure to comply with the 18-hour staff development requirement will result in a performance evaluation rating of below expectation or unsatisfactory.
