Senate Bill 1882
“Texas Partnerships can be utilized to take bold actions to improve schools and create new opportunities for schools and communities. Partnerships can be leveraged to launch a great new school, replicate a great school, or turnaround a low-performing school. Texas Partnerships have the versatility and power to be implemented in both the highest- and lowest-performing schools in the state.” Districts can use Texas Partnerships to:
- Create a new school.
- Replicate a school.
- Re-start a low-performing school
The Texas Education Agency (TEA, 2021) created a Texas Partnership Guide to assist districts in developing highly effective district charter partnerships. According to TEA, the key components of Texas Partnerships are: 1) the district authorizes the partner to operate an in-district charter school; 2) the partner manages the district school and is responsible for student outcomes; 3) the partner has sole autonomy over personnel, curriculum, calendar, and assessments; and 4) the district school board and staff hold partners accountable through a performance contract.
The TEA defines two types of partnership schools:
- Turnaround Schools: the existing school received an F rating the year prior to the partnership.
- Innovation Schools: existing schools with higher than an F rating or new schools with a new campus number (CDCN).

STEM Academy at UTPB
The STEM Academy is an innovative public, open-enrollment charter school currently located on the UTPB campus. The STEM Academy’s founders began with the intent to ease the transition barriers between high school and post-secondary education and to prepare STEM college and STEM career-ready students. The STEM Academy is dedicated to implementing the newest and most promising practices in education with an emphasis on Science, Technology, Engineering, and Mathematics (STEM). The foundational belief is that learning should be both engaging and social. Students work collaboratively on challenging curriculum, which, in turn, enables students to experience engaging learning opportunities in order to develop conceptual knowledge and depth through project-based learning (PBL).
Research shows that this type of engaged problem-solving results in a better understanding of concepts and improves cognitive development at all ages. Students learn 21st century skills like communication, research, collaboration, and problem-solving, which are deeply embedded into the PBL environment of the Academy. Teachers work together to design projects lasting usually 3-4 weeks. The projects are designed using the state standards, TEKS and CCMRS, which provide students with the opportunity to not only learn the information required at each grade level but to also be able to put the information into action through real-life simulated projects.
Odessa Y Learning Center
At the Odessa YMCA, we provide all day and after school care for children ages 6 weeks to 12 years old. We pick-up from most area schools.
The Odessa YMCA teaches a curriculum titled Discover, Inspire and Grow (DIG) from the Texas School Ready program. With Pre-K expectations on the rise, Pre-K teachers are challenged to cover all the necessary skills in each pre-school day. That's why today's Pre-K teachers love the curriculum options that come with the DIG family of solutions! From a comprehensive curriculum to a variety of targeted supplemental kits, DIG helps all Pre-K teachers focus on what matters most- their students.
Not only are the learning centers focused on preparing our three to five-year-olds for school, but we have also adapted our curriculum for our younger learners. Even our precious 6 month babies are absorbing and learning. At your Odessa Family YMCA, we provide both you and your child with the perfect tools and resources to be prepared for school.
Not only does the Odessa YMCA believe in getting our children school-ready, but we value their spiritual and physical health as well. Bible studies are incorporated into our lesson plans. Children at our learning centers have access to and regularly visit our pool, park, and gymnasium. Your child will also be able to engage in sports on our Nintendo Wii Fitness.
