Application Process
Application Window:
To be considered for a transfer, an application must be completed by the required deadline. The application window opens March 15th and closes on April 15th. The application must be completed by the parent or legal guardian.
Transfer Decision:
Parents will be notified via email of their transfer acceptance or denial no later than May 7th.
Late Applications:
Once the application window is closed, only safety, extenuating circumstances, or new employee transfers will be accepted.
Campuses at Capacity:
Due to high enrollment at Buice, Jordan, Downing, Cavazos, Fly, and West Elementaries, as well as, Nimitz Middle School, Permian and Odessa High School, will not accept new transfers. We will only approve employee or programmatic transfers to these campuses.

Transfer Reasons
INTER-DISTRICT TRANSFERS (County):
- Student lives outside of Ector County; OR legal custodial parent resides in Andrews, Crane, Midland, Ward, or Winkler County; AND
- Are interested in attending Ector County ISD.
PUBLIC EDUCATION GRANT (PEG) TRANSFERS:
- Students live in a PEG-designated attendance zone as per the Texas Education Agency.
Campuses are included on the PEG list if they received an overall scaled score below 60 in 2022.
BILINGUAL TRANSFERS:
- Student requires Bilingual Education Services; AND
- Reside in an attendance zone which does not offer these services.
SPECIAL EDUCATION TRANSFERS:
- Students require Special Education Services; AND
- reside in an attendance zone which does not offer the required services.
EMPLOYEE TRANSFERS:
- Parent or legal guardian is a full-time ECISD employee and is requesting to transfer student to their worksite or nearest campus to them if the grade level required is not offered at their worksite.
CHANGE OF ADDRESS TRANSFERS:
- Students move out of the attendance zone where they currently attend but would like to complete the school year at their present school.
OVER-CAPACITY TRANSFERS:
- Neighborhood campus is at or above capacity. (decision made at the District level)
EXTENUATING CIRCUMSTANCES (OTHER):
- From time to time, the circumstances surrounding a request for a transfer present an extenuating and/or unique situation. The request will be reviewed and evaluated following the receipt of the application and supporting documentation.
Please Note:
- You are not guaranteed a feeder middle school based on the elementary you attend.
- You are not guaranteed a feeder high school based on the middle school you attend.
- Siblings are not guaranteed a transfer. They must meet the transfer guidelines and must be in good standing* at their current campus.
- Previously approved transfer students remaining at the same campus DO NOT need to reapply. Transfers are approved for current and subsequent school years as long as the transfer is not revoked.
- Previously approved transfers shall remain in effect as long as the original reason for the transfer continues to exist and student has continuous enrollment.
- Previously approved transfer students who are changing schools – moving from elementary to middle school or middle school to high school – WILL need to apply if their requested campus is different from their zoned campus.
- Previously approved transfer students who wish to return to their zoned campus must wait until the beginning of the next semester.
- Approval of a transfer does not guarantee UIL eligibility.
- Parents must provide transportation to and from school.
Reasons for Denying or Revoking a Transfer
- Use of false information to obtain a transfer.
- Parent/guardian is no longer a full-time employee of Ector County ISD.
- Lack of parent support/cooperation with school staff.
- Persistent student misconduct.
- Dropping the ‘unique course’ you were approved to take.
- Unsatisfactory academic progress.
- Excessive tardiness (Exceeds 10 tardies)
- Irregular attendance (Exceeds 10 unexcused/excused absences)
- Failure by the parent to pick up / drop off the student at designated times (10 early/late pickups/drop offs)
- Campus at or above building capacity
- Withdrawing student during the school year
- Any violation of ECISD Policy which results in alternative education placement.
Transfers will only be revoked at the end of a semester. If a transfer is revoked, student will lose the privilege of applying for future transfers.
Appeals
A parent may appeal a denied transfer by submitting a written letter to the office of Student Admissions explaining the reason(s) you are requesting your request be approved and all supporting documentation. This request must be received within 10 days from notification of denial.
**Please note:
Appeals will not be heard for transfers denied due to high enrollment.
Appeals are not guaranteed to be heard prior to the first day of school.
