Application Process
Application Window:
To be considered for a transfer, an application must be completed by the required deadline. The application window opens March 15th and closes on April 15th. The application must be completed by the parent or legal guardian.
Transfer Decision:
Parents will be notified via email of their transfer acceptance or denial no later than May 7th.
Late Applications:
Once the application window is closed, only safety, extenuating circumstance, or new employee transfers will be accepted.
Campuses at Capacity:
Due to high enrollment at Buice, Jordan, Downing, Fly, and West Elementaries, we will only approve employee or programmatic transfers to these campuses.

Transfer Reasons
INTRA-DISTRICT TRANSFERS:
This type of transfer is for students who:
- Live within Ector County boundaries; and are interested in attending a campus outside of their attendance zone. (Please refer to the SchoolSite Locator to determine your zoned campus.)
Please Note:
- Previously approved transfer students remaining at the same campus DO NOT need to reapply, as they will be automatically approved for the next school year if the student is in good standing*.
- Previously approved transfers shall remain in effect as long as the original reason for the transfer continues to exist.
- Previously approved transfer students who are changing schools – moving from elementary to middle school or middle school to high school – WILL need to apply if their desired campus is different from their zoned campus.
- Previously approved transfer students who wish to return to their zoned campus must wait until the beginning of the next semester.
- Approval of a transfer does not guarantee UIL athletic eligibility.
- Parents must provide transportation to and from school and ensure students arrive at school and are picked up from school on time.
INTER-DISTRICT TRANSFERS (County):
This type of transfer is for:
- Students who reside outside of Ector County; OR whose legal custodial parent/guardian reside in Andrews, Crane, Midland, Ward, or Winkler County; AND
- Are interested in attending an ECISD campus
Please Note:
- Ector County ISD will accept Inter-District transfers on a space-available basis, with priority given to Ector County students, as long as the student is in good standing at their sending campus/District.
- Previously approved inter-district transfer students remaining at the same school WILL NOT need to reapply, as they will be automatically approved for the next school year if the student is in good standing*.
- Previously approved inter-district transfer student who are changing campuses – moving from elementary to middle school or middle school to high school – WILL need to submit a new transfer request prior to the deadline.
- Inter-District transfers may be accessed a yearly tuition as established by the Ector County Board of Trustees. At this time there is no tuition, but this issue is evaluated every summer for the upcoming school year.
- Parents must provide transportation to and from school and ensure students arrive at school and are picked up from school on time.
PUBLIC EDUCATION GRANT (PEG) TRANSFERS:
This type of transfer is for students who:
- reside in or out of Ector County; AND
- who reside in a PEG-designated attendance zone as per the Texas Education Agency.
Campuses are included on the PEG list if they receive an F rating in both of the following criteria:
- Student Achievement: evaluates performance across all subjects for all students on both general and alternate assessments: College, Career, and Military Readiness (CCMR) indicators, and graduation rates.
- School Progress: measures district and campus outcomes in two areas: the number of students that grew at least one year academically (or are on track) as measured by STAAR results and the achievement of students relative to districts or campuses with similar economically disadvantaged percentages.
Please Note:
- Ector County ISD will accept Public Education Grant (PEG) transfers on a space-available basis, with priority given to Ector County students.
- Previously approved PEG transfer students remaining at the same school WILL NOT need to reapply, as they will be automatically approved for the next school year if the student is in good standing*.
- Previously approved PEG transfers shall remain in effect as long as the student’s zoned campus remains PEG-listed, AND approved campus is not designated as a PEG school.
- Parents must provide transportation to and from school and ensure students arrive at school and are picked up from school on time.
BILINGUAL TRANSFERS:
This type of transfer is for students who:
- reside in Ector County; AND
- require Bilingual Education Services; AND
- reside in an attendance zone which does not offer these services.
Please Note:
- Ector County ISD has designated a campus which offers bilingual services to every campus that does not offer the service.
- Previously approved transfer students remaining at the same school WILL NOT need to reapply, as they will be automatically approved for the next school year if the LPAC recommends continued services.
- Siblings in the same household of an approved bilingual transfer may be granted a transfer.
- Students who successfully meet the Bilingual/ESL Program requirements are eligible to return to their assigned campus or to complete a new transfer to remain at their current campus under a different transfer status.
- Students who require a bilingual transfer are eligible for District transportation as long as they reside outside of a 2-mile radius from the assigned campus.
- Approved sibling transfers who do NOT require Bilingual Education Services are not eligible for transportation. Parents must provide transportation to and from school and ensure students arrive at school and are picked up from school on time.
SPECIAL EDUCATION TRANSFERS:
This type of transfer is for students who:
- reside in Ector County; AND
- require Special Education Services; AND
- reside in an attendance zone which does not offer the required services.
Please Note:
- Special Education services are available throughout the District for students with disabilities. However, the campus ARD/IEP committee recommends the appropriate campus for services based on the IEP currently in effect, if not available at the zoned campus.
- Student Admissions will not approve a transfer to a different campus than what is approved by the ARD/IEP committee.
- Siblings in the same household of an approved Special Education transfer may be granted a transfer.
- Students who require a special education transfer are eligible for District transportation as long as they reside outside of a 2-mile radius from assigned campus.
- Approved sibling transfers who do NOT require Special Education Services are not eligible for transportation. Parents must provide transportation to and from school and ensure students arrive at school and are picked up from school on time.
EMPLOYEE TRANSFERS:
This type of transfer is for students whose:
- parent or legal guardian is a full-time ECISD employee.
Please Note:
- Children of full-time District employees may attend the campus at which the parent is assigned, if grade level required is available.
- Children of full-time District employees may attend the campus geographically closet to the parent’s work site, if the grade level required is not available where parent is assigned.
- Previously approved transfers remaining at the same school WILL NOT need to reapply, as they will be automatically approved for the next school year if the student is in good standing*.
- If the parent terminates their employment with ECISD, the transfer will seize to be valid at the end of the semester.
- Parents must provide transportation to and from school and ensure students arrive at school and are picked up from school on time.
MOVE AFTER SEMESTER BEGINS TRANSFERS:
This type of transfer is for students who:
- move out of an attendance zone after the semester begins.
Please Note:
- Students who move out of an attendance zone after the semester begins, may remain at their current school until the end of the semester.
- Students who move during the 2nd semester or completion of their 4th, 7th, or 11th grade year, may remain at the campus to complete their elementary, middle, or high school education.
- Younger siblings in the same household will be approved to keep family together.
- Parents must provide transportation to and from school and ensure students arrive at school and are picked up from school on time.
OVER-CAPACITY TRANSFERS:
This type of transfer is for students whose:
- assigned campus is at or above capacity.
Please Note:
- Ector County ISD will do everything possible to keep students at their assigned campus. However, if a campus is at or above capacity, student will be placed at the campus geographically closest to their home with room availability.
- Previously approved campus transfers remaining at the same school WILL NOT need to reapply, as they will be automatically approved for the next school year.
- Previously approved campus transfers shall remain in effect as long as the student’s zoned campus remains at capacity.
- Parents must provide transportation to and from school and ensure students arrive at school and are picked up from school on time.
EXTENUATING CIRMCUSTANCES (OTHER):
- From time to time, the circumstances surrounding a request for a transfer presents an extenuating and/or unique situation. The request for an exception will be reviewed and evaluated following the receipt of the request and supporting documentation.
- Parents must provide transportation to and from school and ensure students arrive at school and are picked up from school on time.
*Good standing is determined by the campus administration’s review of student’s grades, attendance, and discipline.*
Please NOTE:
Feeder Patterns:
- You are not guaranteed a feeder middle school based on the elementary you attend.
- You are not guaranteed a feeder high school based on the middle school you attend.
Siblings:
- Siblings are not guaranteed a transfer. They must meet they transfer guidelines and must be in good standing* at their current campus.

Reasons for Denying or Revoking a Transfer
- Use of false information to obtain a transfer.
- Parent/guardian is no longer a full-time employee of Ector County ISD.
- Lack of parent support/cooperation with school staff.
- Persistent student misconduct.
- Dropping the ‘unique course’ you were approved to take (Bowie & Odessa High School only).
- Unsatisfactory academic progress.
- Excessive tardiness (Exceeds 10 tardies)
- Irregular attendance (Exceeds 10 unexcused absences)
- Failure by the parent to pick up / drop off the student at designated times (10 early/late pickups/drop offs)
- Campus at or above building capacity
- Withdrawing student during the school year
- Any violation of ECISD Policy which results in alternative education placement.
Transfers will only be revoked at the end of a semester. If a transfer is revoked, student will lose the privilege of applying for future transfers.

Appeals
A parent may appeal a denied transfer by submitting a written letter to the office of Student Admissions explaining the reason(s) you are requesting your request be approved and all supporting documentation.
**Please note that appeals are not guaranteed to be heard prior to the first day of school.**

Application

- Parent's Picture ID
- Current Proof of Address (dated within 30 days) gas, electric, or water; lease or mortgage statement
Transfer application and documentation must be received prior to April 15th deadline.
