The Ector County ISD Board of Trustees held its September Workshop on the 8th. A recap of the agenda is below.

1.      Roll Call. Dr. Steve Brown was absent.

2.      Verification of compliance with open meetings requirements.

3.      In opening comments, Superintendent Dr. Keeley Boyer told Trustees that, at the same time as this workshop was beginning, ECISD’s AVID (Advancement Via Individual Determination) team was being honored with an AVID Day proclamation from the mayor and City Council.

4.      There was no public comment.

5.      Report/Discussion Items

A.      Trustees received a presentation on the 2026-27 Campus Improvement Plans (CIP). Each school, regardless of rating, is required to build a CIP annually. That plan serves as the blueprint for how each school will uniquely address campus-specific needs identified in their comprehensive needs assessment. Trustees reviewed the CIP process which starts with the needs assessment, and is followed by the creation of problem statements that describe the current data, aligned with school board goals, creates performance objectives (the targets to hit) and, finally, strategies to achieve the objectives. Principals from four schools – Hays STEAM Academy, EK Downing Elementary, Permian High School, and Crockett Middle School – gave Trustees an example from their plans. All the campus improvement plans will be presented to the school board for approval at next week’s meeting.

B.      Trustees received a report on the Facilities Condition Assessment recently completed by Parkhill and Alpha Facilities Solutions. Parkhill and Alpha recently conducted condition and space assessments of all ECISD buildings to create a comprehensive look at the condition of the school district’s facilities. They walked every building and room (all 5.1 million square feet of covered facilities), all rooftops and campuses evaluating all of the systems (HVAC, electrical, plumbing, fire safety) and structural conditions. This evaluation took into account the current and upcoming renovation/replacement projects that are part of Bond 2023 so that these systems lifecycles can be reset once the projects are completed. These assessments create a Facility Condition Index (FCI) that gives Trustees and school district leaders a detailed guide, including estimated costs, for prioritizing facility needs in the future. Next steps include a series of meetings of the Long Range Facility Master Planning Committee and, ultimately, a recommendation to the school board. An updated demographic study on Odessa and Ector County is also upcoming

6.      There was no closed session.

7.      There were no closing remarks.

8.      The meeting adjourned at 7:28 p.m.
